PROCUREMENT NOTICE

 

 

I. ORDERING PARTY:

 The Board of the WAMATEX P.P.H.U. company, having its registered office in Aleksandrów Łódzki, hereby announces the call for tenders concerning the purchase of a universal device for laminating textiles with the use of the Hot Melt method.

II. SUBJECT-MATTER OF THE CONTRACT:

III. PROCEDURE FOR AWARDING THE CONTRACT:

 

III.1) Terms of the contract

 

1. The awarding party reserves a right to cancel the tender procedure without choosing any of the offers.
2. The awarding party reserves a right to change terms of the contract.

 

III.2 ) Conditions for participation in the procedure

 

The tender procedure can be participated by economic operators who are not subject to exclusion according to article 24, paragraph 1 and 2 of the public procurement act, and who conform to the conditions set in article 22 of this act.

 

III.3 ) Declarations and documents confirming fulfilment of the conditions for participation in the procedure.

 

The evaluation of fulfilment of the conditions for participation in the procedure will be made basing on documents submitted by the economic operator - the declaration of meeting the conditions, defined in article 22, paragraph 1 of the act, and on non-existence of premises to exclude the contractor from the procurement procedure, defined in article 24, paragraph 1 and 2 of the act.

 III.4 ) Deposit

The awarding party does not require any deposit.

 

IV. PROCEDURE

 

IV.1) Procedure for awarding the contract:

 

‘According to the article 3 of the Act of 29 January, 2004, on public procurement law (Dz.U. [Journal of Laws], 2007, no 233, item 1655 as amended)

 

IV.2 ) Date and place of submission of tenders

 

1. Tenders should be submitted in a written form in the company offices in Aleksandrów Łódzki, ul. Zgierska 32. Opening hours: Monday to Friday, 8am - 4pm, within 10 days of the date of the procurement notice publication.
2. The tender shall be submitted in a non-transparent, sealed envelope.
3. Tenders placed after the date set in point 1 shall be left unopened and considered rejected. Such tender shall be returned to the economic operator unopened.
4. Opening of tenders shall take place in the offices of the company in Aleksandrów Łódzki, ul. Zgierska 32, on the 3^rd day after the date set in point 1.

IV.3) Criteria for tender evaluation and their importance

 

1.      Tender evaluation criteria:

Price : 60 points

Warranty conditions: 20 points

Service conditions: 20 points

2.      Description of the price calculation method:

C = (Cmin/Cb) x 70

where:

C - price, Cmin - minimal price, Cb - evaluated price

a)      The awarding party shall evaluate a PLN gross price submitted by the economic operator.

b)      The awarding party shall accurate the results to two decimal places

c)      1% equals 1 point approved for evaluation '

3. Description of the criteria and their importance

The warranty criterion involves time and conditions of warranty.

The service conditions criterion involves the scope and time of service

 

Evaluation of fulfilment of the conditions shall be performed according to the formula ‘conforms - does not conform,' basing on information stored in the submitted tender and tenderer's documents.

 

 

 IV.4 ) Contract execution date

 

by 31 May, 2010

 

IV.5) Method of presenting a tender:

 

A tender shall be prepared in Polish. Documents prepared in a language other than Polish shall be submitted with their translation into Polish. The translation shall be certified by the economic operator.

A tender must be in writing, in the form of a computer print, a typewriter document or should be written by hand - using a ballpoint pen or unerasable ink.

 

A tender, as well as any other statements by the economic operator, shall be signed by a person (persons) authorised to represent the economic operator or operators who collectively apply for contract award.

 

Authorisation to sign a tender shall be attached to the tender if it is not implied in other attachments. It means that if a document defining the legal status of the economic operator or a power of attorney implies that the economic operator authorised several people to represent them, the documents constituting the tender shall be signed by all of these people.

 

A power of attorney shall have the form of an original document signed by the authorising person(s), bearing a name stamp and a signature or a company stamp and a legible signature. A copy is accepted only in the case of a power of attorney given in the presence of a notary public. Submission of a copy of a notary power of attorney, certified by the proxy only, is not sufficient and will result in the call to supplement documents. According to the regulations, the proxy should present the power of attorney, bearing a signature of the principal (an original document), or a certified copy of the power of attorney (certified that it is a true copy of the original) - article 89 of the Code of Civil Procedure. Certification that a document is a true copy of a given original is performed by a notary public (article 96, point 2 of the Notary Public Act).

 

All changes to the document introduced by the economic operator shall be validated by the person/persons signing the tender. They shall initial the changes and put a date of change next to their initials.

 

The tender shall be placed in an envelope, which:

1)          will be labelled: ‘Oferta na dostawę urządzenia do laminowania tekstyliów metodą Hot-melt;'

2)          will bear the economic operator's stamp or the name (in words) of the company and the sender's address (with a telephone number);

3)          will be sealed in a way which guarantees confidentiality of its contents and assures its inviolability until the opening time.

The economic operator can introduce changes to the submitted tender or withdraw it before the tender submission deadline. In order to do so, the economic operator will inform the awarding party in writing about the introduced changes or withdrawal of the tender before the tender submission deadline. The economic operator will also place the exchange tender, marked as described above, with an additional note ‘change' or ‘withdrawal.'

 

The economic operator cannot withdraw a tender or introduce any changes to the tender contents after the tender submission deadline.

 

The economic operator suffers all costs related to preparation and submission of a tender.

 

The awarding party does not plan on refunding the costs of participation in the procedure.

 

IV.6) Additional information, including the ones concerning project/programme funding from the UE resources:

The project named ‘Increase of competitiveness of P.P.H.U. WAMATEX through implementation of the unique technology of laminating textiles,' co-financed from the resources of Priority III Economy Innovativeness Entrepreneurship of the Regional Operational Programme of the Łódzkie Voivodeship for 2007 - 2013, and from the European Regional Development Fund and the national budget.
